ISSUING ECTN FOR SHIPMENTS TO LIBYA

The
Electronic Cargo Tracking Note (ECTN) regulations which will come into force from October 1st 2015 (date
of Bill of Lading), has been put in place in the State of Libya following a
Ministerial order by the Minister of Finance and the Director of Customs. All
shipments to and from Libya including all cargo in transit shall be required to
have an ECTN number.
The
shipper or his forwarder are required as per the regulation, to apply and be
issued with an ECTN at the port of loading. The issued ECTN which is a main component
for the import custom clearance upon arrival in Libya, must be validated at the
port of loading.
One
ECTN will cover each Bill of Lading and the ECTN unique number must be
indicated on the Bill of Lading and Cargo Manifest.
Failure
on the shipper to comply to above regulation will result to attracting huge penalties
and or fines. Cargoes not covered by a valid ECTN will not be cleared through
the local Customs until presentation of the final ECTN also and appropriate
fines will be charged.
