Are there Safety measures in Indian Ports?

This comes on heels after a fatal gas leak aboard a warship under construction at the Mumbai Port Trust which claimed the life of a young Naval officer afortnight ago. 

Hardly a week another disaster ensued when a hydro pressure test failed leading to the death of a site supervisor and injuring two workers at the Navy Ship Building Center in Visakhapatnam as reported in the Indian media.

These are some of the disasters happening in the Indian Ports, which have claimed many innocent lives over the years. Over 90% of the accidents caused by human error in the ports today are much preventable, if at all the authorities ensure that safety measures and practices are adhered to.

The authorities claimed that, there was no explosion or fire at the Navy Ship Building center and that the cause of death of one worker and injuries of 3 others was attributed to a huge iron sheet which fell on them.
